The Virginia Police Chiefs Foundation is pleased to announce that Altria Group, Inc. has provided funding for two scholarships for the 2010 ILCT program. One scholarship is available to an applicant from under-represented groups, (e.g. African-American, Hispanic, etc.), and the other scholarship is available to an applicant from an agency which has a sworn force of small town agency of 25 or less sworn force.

2009 Altria Group, Inc. Scholarship Winners
Thanks to the generosity of Altria Group, Inc. two scholarships for the Institute for Leadership in Changing Times (ILCT) were made available in 2009 to individuals from police agencies of cities, towns, and counties that qualify for attendance at the ILCT.
- From the under-represented groups, Sergeant Rodney J. Fentress of the Norfolk Police Department was selected.
- From the small-agency group, First Sergeant Roger Dawson of the Covington Police Department was selected.
Both officers attended the ILCt session which convened June 14, 2009.
